Both systems can preserve a view. The important distinction is how each railing behaves in changing light, wind, and everyday use.

Think beyond transparency
A railing is experienced throughout the day. Sun angle, wind, temperature, nearby trees, fingerprints, and waterfront exposure all affect which view feels clearer in practice.
Glass is transparent, but its broad surface can reflect sky, landscape, lighting, and people. Cable does not create a continuous reflective plane.
Cable allows air to move through the infill. Glass can be useful when the project intentionally needs a solid wind barrier.
Cable introduces fine horizontal lines. Glass creates larger uninterrupted panels with visible edges and mounting points.
Salt, pollen, hard water, and dust can affect both systems. Glass makes deposits visible across a larger surface; stainless cable and fittings still require appropriate care.
Price the installed system, not one component
A useful comparison includes the posts, infill, fittings or panel mounts, top rail, freight, site access, labor, finishing, and future cleaning or maintenance.
